Rutland is a town in Jefferson County, New York. It is just east of the City of Watertown. Rutland is forty-five square miles of mostly farmland. The town contains one village and several hamlets. The village is Black River and it is the main population area. The hamlets are Felts Mills, Harpers Ferry, Rutland Center, and Tylerville., Rutland had an estimated total population of 3,000.

Rutland’s main road is New York State Route 3 (NYS-3). It heads northeast and southwest along the Black River, which forms the northern town line. It passes through Felts Mills and the Village of Black River.
NYS-3 is one the main roads in the North Country region and it crosses east-west through the entire Adirondack Park. The route goes for more than 15o miles, from Watertown on the western side to the City of Plattsburgh on the eastern side.
The southern part of town is mostly served by New York State Route 12 (Van Allen Road). It runs east and west. This road meets County Route 162 (CR-162) in the western half of town. CR-162 runs north and south, providing access from NYS-12 to the hamlet of Rutland. Heading east and west through the hamlet is New York State Route 126 (NYS-126). This is another road that leads to Watertown.

The Village or Black River has a small police department that can conduct traffic stops for violations on village roads.
