Norfolk is a town in St. Lawrence County, New York. It is in the northwest part of the state, in the region known as North Country. The Canadian border is a few miles to the west and a few miles north of Norfolk. , the town was home to an estimated 4,700 residents. The village is found in the southern part of town.

New York State Route 56 (NYS-56) is Norfolk’s busiest road. It runs north- south through town as it follows along the Raquette River. The NYS-56 passes through the hamlets of Raymondville and Norfolk as it heads south towards Norwood. It is the village’s main road. Several roads intersect NYS-56 as it crosses Norfolk. New York State Route 310 (NYS-310) meets NYS-56 due north of Raymondville, specifically at the Raymondville Golf & Country Club. From there, NYS-310 heads southeast until it leaves town. Near the hamlet of Norfolk, NYS-56 intersects County Route 38 (CR-38). This road runs across town heading northeast and southwest. CR-38 brings motorists to the hamlets of Plumbrook and Grantville. In the east corner of town CR-38 intersects a road running northwest and southeast. That road is New York State Route 420 (NYS-420). County Route 47 (Knapps Station Road) meets NYS-56 just south of the hamlet of Norfolk. CR-47 heads southeast and shortly thereafter leaves town.

The roads in Norfolk are under the jurisdiction of the Norfolk Town Court (Town of Norfolk Justice Court). This includes the northern portion of Norwood Village. The town lacks a police department however the village has a small full-time police force. Officers issuing tickets in the northern part of Norwood will make their tickets answerable to the Norfolk Justice Court. Outside of the village, tickets are issued by the New York State Police and the St. Lawrence County Sheriff’s Office. The court typically adjudicates speeding violations issued along the larger roads in town, such as NYS-56.
