Kirkland is a town in Oneida County, New York. The town is directly southwest of the City of Utica. Oneida County is considered part of the Central New York region. As of June of 2022, its population was 10,130. The hamlets of Kirkland are Chuckery Corners, Clark Mills, Farmers Mills, Franklin Springs, and Kirkland (formerly named Manchester). The town also encompassed the Village of Clinton. The village is in the central part of town and is the location of most businesses, stores, and town offices. The Village of Clinton is home to Hamilton College, an exclusive private liberal arts college.

The main road is New York State Route 12B (NYS-12B). It runs diagonally, heading north-east and south-west. It spans the entirety of town, leaving through the south and north-east boundaries. Heading eastbound on NYS-12B brings you to the neighboring town of New Hartford. Heading west on NYS-12B takes you through Franklin Springs and Farmers Mills, found just south of the village. The town’s main south-east road is County Route 17 (Fountain Street). It enters from the south-east corner and heads north-east towards the village. The main road found west of Clinton is New York State Route 233 (NYS-233). It runs north and south. Its southern terminus is the intersection at the NYS-12B. This occurs in Farmers Mills. Heading north on NYS-233 will eventually bring you to the Seneca Turnpike (New York State Route 5). This road falls under the town’s jurisdiction for a moment in the town’s most northern area. Another large road is found in the town’s south-east corner. The road is New York State Route 12 (New Paris Road). It runs along the town line. Heading north on NYS-12 takes you to New Hartford.

The Kirkland Town Court (also known as the Kirkland Justice Court) has jurisdiction over the town roads. The court is located within the Town of Kirkland Municipal Building. It adjudicates every traffic ticket issued in town, including infractions in the Village of Clinton. The Kirkland Police Department conducts traffic patrol in both the town and the village. They are backed by the New York State Police and the Oneida County Sheriff’s Department. All three law enforcement agencies can issue tickets answerable to the Kirkland Town Court. The most common charge in Kirkland is speeding. Outside the village, the speed limit fluctuates between 55 and 45 miles per hour. Inside the village, it is 30 miles per hour.
